how do you whistle train your dog?

I am going to Pennsylvania in about 3 weeks, and i live in maryland. We are going to be basically on the mountains. I am bringing my about 8 month old beagle puppy, and i am worried about him. He doesn’t always come back when he is called, but he mostly does. I am super worried that he will run off into the woods and get lost, or even attacked by another animal. there are lots of bears where i am going. I am going to keep him on the leash for the most part, but i would like to have him off the leash at some points. I need to have him come to my whistle by then. I am not talking about an actual whistle i am talking about the whistle i do with my mouth. this is just in case i cant go out and buy a regular one. So is there anything i can do to whistle train him by then? (3 weeks)

Whislte each time you need him, especially when you would normally call him, like for dinner, as you want it done in 3 weeks then make sure that is the only thing you use and NEVER tell him off if it takes him time to come…if he does take a while, put him on a line about 20′ and let it trail, he will think he is off lead, then put your foot on the line nearest to you, so you now have control, then whistle and pull him in, lots of praise.

A line may also be wise to use on him when you go, so at least you have something trailing so you can get him as there will be lots of different smells and beagles tend to get their heads down and go.(lines are not much use in wooded areas as it gets caught)
