2 year old dog and puppy training pads?

hi i live in flats so we have no backyard for my dog to run in. i take him downstairs 2 -3 times a daily but i can only perform this at a limited time. he has plenty of toys to get his mind motivated and hes taken on walks on the weekend for hours. when i am not at home, i leave him in the house and although he doesnt pee on the floor, i have to put him in a crate to ensure this. not for too long, maybe a few hours but i would love to leave him out and trust him not to pee everywhere. i trust hew wont chew up everything because its in his nature to just chew his toys. im thinking of putting puppy training pads in the bathroom so he can go for a pee if he needs to and not hang on until i get home since its bad for his bladder. is this a good idea or not?
how do i get started?
he might start to think that’s his permanent peeing area..

Yes, he might start to think that’s his permanent peeing spot, if you teach him that this is the place you want him to do it. DON’T teach your dog anything you don’t want him to make a habit of – dogs like repetition and routine, and when they learn to do their business in a certain place, it’s hard for them to change their ways.

If you’re only gone for a few hours, he can hold his water. At the age of two years, he should be good for up to 8 hours without doing himself any harm.

But he needs a walk EVERY day, not just on weekends. He needs to walk for at least 30 minutes a day, preferably twice a day. You might want to get up early to walk him for 30 minutes before you go to work. That will get his bowels and bladder moving. And then walk him again when you get home from work – don’t just take him downstairs, let him do his business, and then bring him back upstairs. Consider how you’d feel if you never got to leave the house except on the weekends – you’d go stir crazy! So will your dog after awhile… And then be sure to take him out after he has dinner and before bedtime.

Good luck!
