is it too late to crate train my 20 week old puppy?

It is not too late. Since you just got the puppy it is really a good time to start. The puppy learns the behavior you teach. Anytime you are in the house and can’t keep an eye on the puppy it is good to use the crate. It is probably easiest if the crate is around ‘family’. When the puppy goes in the crate it should be praised and given a treat. If the puppy is not used to being alone – I would start with short times in the crate so there is no feeling of abandonment. If you are potty training, I would suggest taking the puppy outside when you get him/her out.
