Potty training for an 8 wk old cavalier king charles spaniel in the winter?

I live in the chicago area and am about to get my puppy on Jan 13th.
Most websites/books recommend taking your dogs outside for potty but I am concerned about the frigid weather outside for at least 2 more months.I don’t want the poor girl to get sick.I could try indoor wee wee pads/wizdog etc but then will the dog want to go indoors even in the summer?Can I train the dog to go inside when needed but still be able to go outside when the weather is good? Any suggestions will be much appreciated.

I am near the end of house breaking my pup in Montana. It took one week! A couple of tips: 1. Take her out to potty hourly or more often if needed; 2. Clear an area in the snow so that she can squat easily without her bottom touching the snow; 3. Purchase a warm jacket and booties if you are concerned about the temperature; 4. Have a warm, dry spot to put her on when you bring her back inside. She will be trained in a jiffy and ready to go outside at all times. Good luck!
