My sister says it is abusing by having my dog on a leash while outside!?
He is 3 years old, we have a huge pond and 4 acres of land. He chases deer, fights with dogs and chases deer while people are hunting. aka not a good match. So I leash him, he gets plenty of exersice and is much more mannered. She lets her dog go off leash and he is very agressive. yes he is small but he growls and barks at anything. So please, I take proper care of him and give him lots of love and we have a realy large house, I even have a flexi for special ocassions but normaly use a 6 foot lead. I show him and I love him! So please, thanks! So am I abusing him, I take him to the dog park and love him, whats your thought on this?

I use the flexi for walks too!
He is not tied up! He never has!
Well with a dog outside, on lead, unattended, I would be more concerned about him getting tangled up and hanging himself, or choking himself. Can you build a fenced-in area somewhere on your land, where he can have some room to roam, and still be safe not being tied up?
ADD: Ok sounds like we all made assumptions from the detail in your question. Your sister is WRONG. Exercising (running/walking) your dog on the leash is the safest way to go, especially if he tends to chase other animals and run off. It is more dangerous, in this case, to have him off-lead where he could get hurt (shot by a deer hunter!)
